At its regular monthly meeting Thursday night, the Troutman Board of Aldermen instructed town staff to develop an ordinance that would limit the number of dogs allowed at each home.
Town Community Planner Erika Martin said it had come to the attention of the staff that at least one town resident had more than 20 dogs living on his property.
At the public hearing on the matter, Troutman resident Donnie Wagner said he was reluctant to come forward because he felt the board would ignore his request.
Wagner said he is often kept up at night by a neighbor's dogs, and said the solution to the problem should be obvious.
"Ray Charles could see how to handle this," Wagner said. "I think no more than five dogs is plenty for any household. I actually think four is enough, but others have told me it should be five."
Wagner said that if people have more than that, it is probably because they are breeding the dogs to sell.
"This is your chance to step up to the plate and get something done," Wagner said.
The board will vote on an ordinance next month regarding its limiting the number of dogs per household. Board members did not come up with a specific number at Thursday's meeting.
Also Thursday, the board let stand an ordinance regarding the parking of recreational vehicles in the Barium Seasons development.
At last month's meeting, the board instructed neighbors to come to a consensus on the matter if they wished to change an ordinance voted on in August.
But only 36 percent of the development's residents responded to a request for input on the matter and the board did not see that as consensus.
The ordinance, which Mayor Elbert Richardson said still needs to be "tweaked," bans the parking of boats and RVs on Barium Seasons' streets.
