School facility funding and revisions to Iredell County's employee benefit program dominated the Board of Commissioners meeting Tuesday night.
The board approved the findings for the direct placement finance plan for Mitchell Community College's 17-classroom building in Mooresville and for Union Grove Elementary School.
The board approved Mitchell's request for an additional $2.7 million for the new classroom building in December 2008.
County Finance Director Susan Blumenstein said the applications are due back from the five banks today. The county is combining financing for the two projects to save on closing costs, she said.
Part of the financing for Mitchell's project is coming from the college's and county's respective fund balance, N.C. Community College System and an assortment of grants, including $250,000 from Lowe's.
A tax increase is not required, Blumenstein said, because the annual debt service required to pay off the debt will come from the current capital outlay appropriations for the college and Iredell-Statesville Schools.
Commissioners approved Mooresville Graded School District's request for $677,015 from N.C. Education Lottery proceeds. About $548,615 is already allocated in this year's fiscal budget to pay the school district's debt, Blumenstein said. The additional $128,400 will offset the state's two-thirds reduction, or $53,400, in the school district's share of the Beer and Wine Tax. The remaining $75,000 will go toward roof repairs.
Commissioner Ken Robertson said he wanted it noted for the record that it wasn't the Republican dominated Iredell County Board of Commissioners reducing school funding.
"It's the Democrat General Assembly, Democrat Senate and Democrat governor that did this," he said.
New benefits for county employees
The board also added a new health provider and entered into an agreement to help its employees further their education.
Commissioners approved the addition of the CVS/Caremark Minute Clinic to its health plan.
Interim Human Resources Director Cynthia Eades said the addition will reduce medical costs for employees and the cost of the plan itself.
She said employees won't have to provide a co-payment at the Minute Clinic. The only CVS/Caremark Minute Clinic is in Mooresville on River Highway.
The board also entered into an agreement with Mountain State University, which has a satellite campus in Mooresville, to provide reduced tuition for its employees.
Under the terms of the agreement, MSU will offer county employees 20 percent off their tuition if the county allows it to place information in its bi-annual newsletter, hold one lunch and learn session, participate in its annual wellness fair and place promotional material in county buildings.
Employees are responsible for paying for their tuition.
The Beckley, W. Va.,-based university has similar agreements with Mooresville and Lake Norman Regional Medical Center, Eades said.
